Driving Test Booking Rules 2026: The Complete Guide

The rules for booking a practical driving test changed in 2026. If you are a learner, an instructor or a parent, this guide brings the main changes together in one place, with links to the detail.

The 2026 changes at a glance

  • 31 March 2026: a booked test can be changed only twice, down from six.
  • 12 May 2026: only the learner can book and manage their own test.
  • 9 June 2026: when moving a test to a different centre, you are limited to the centre you first booked or one of the three nearest to where your test is booked.

Why the rules changed

DVSA's stated aim is to stop tests being resold at a profit, and to stop unofficial booking and cancellation-finder services booking tests for learners.

Who can book: the learner only

Since 12 May 2026 the person named on the provisional licence is the one who books, changes, views and cancels the test. Instructors, parents, friends and booking companies cannot do it for them. They can advise and sit with you. From 12 May learners also make a declaration confirming they are the person taking the test, and agree to new terms. GOV.UK adds that it is against the law to book a car driving test for someone else. Read the full explanation in our guide to who can book.

How many times you can change a test

You can make two changes. Changing the date, time or centre uses a change, and changing several things at once still counts as one. Updating contact details or adding or removing your instructor's reference number does not. After two changes, the way forward is to cancel and book again. See our guide to the two changes.

Moving to a different centre

You can choose any centre when you first book. Later, if you want to move, you are limited to the centre you first booked or one of the three centres nearest to where your test is booked. The DVSA publishes the list. This makes choosing the first centre more important. Read how to choose a test centre.

Fees

At the time of writing the car practical test costs £62 on a weekday and £75 for evenings, weekends and bank holidays, and the theory test £23. See how much a driving test costs.

Cancelling and refunds

You generally get your fee back if you cancel at least 10 full working days before the test. After that, you can lose it. Refunds go back to the original payment method. If the DVSA changes your test, it does not count towards your two changes. See cancelling a driving test and a test cancelled by the DVSA.

Your theory test pass

It is valid for two years, and you must pass the practical test within that time. See how long your theory test pass is valid.

If you fail

You must wait at least 10 working days before another attempt, and you pay the fee again. See rebooking after a fail.

Where to go next

Common situations, and what the rules mean for them

"I want an earlier date than the one I have."

Moving the date uses one of your two changes, and you can only move to the centre you first booked or one of the three centres nearest to where your test is booked. Be sure the new date is one you would really use, and that you are ready for it. See how to find an earlier date.

"I have used both changes and still need a different date."

Cancel and book a new test. A new booking starts with a fresh allowance. Cancel at least 10 full working days before the old test to get your fee back, and be aware you give up the old date. See cancelling a driving test.

"My instructor offered to book it for me."

They cannot. Since 12 May 2026 only the learner can book. They can sit with you while you do it, and you can add their reference number.

"Someone is selling me an earlier slot."

Be careful. You should only ever pay the official fee, and a booking made by someone else is not allowed. See booking scams.

"The DVSA moved my test."

DVSA says this does not count towards your two changes. Follow its instructions, and see a test cancelled by the DVSA.

"I failed and want to rebook."

Wait at least 10 working days, pay the fee again, and check your theory pass still covers the date. See rebooking after a fail.

Key dates to write down

Every time you book, record these three dates somewhere you will see them:

  1. Your test date.
  2. Your refund deadline, 10 full working days before the test.
  3. Your theory pass expiry date, two years after you passed the theory test.

Glossary

  • Learner-only booking: the rule that only the learner can book and manage their own test.
  • Change: changing the date, time or centre of a booked test. Changing several things at once counts as one. You get two.
  • Nearest centres: the three centres nearest to the centre where your test is booked. Together with the centre you first booked, they are the only places you can move to.
  • Booking reference: the number in your confirmation email, used to view, change or cancel a booking.
  • Instructor reference number: an optional number that lets the system check your instructor is available.
  • Working day: Monday to Saturday, excluding Sundays and public holidays.
